Task 2: Some people feel that the government should regulate the level of violence in films on television and at the cinema. Others feel that violent films should not be regulated. Discuss both views and give your opinion. People have differing views about whether or not the government should control the violent scenes in movies. While some argue that it is necessary to draw boundaries for violence content in films, I would believe that violence scenes should not be prohibited due to some reasons. On one side of the argument, there are many who claim that the authorities should ban scenes relating to violence. The first reason is protecting viewers, especially children. It means that children are not capable of controlling their behavior, so they can imitate violent scenes in movies. According to Murray 2000, children’s TV shows contain about 25 violent acts per hour that means they see about 10,000 violent acts per year and the percentage of children’s imitation is up to 75%. As a consequence, this can lead to the state that some children become fearful, anxious and depressed. The second reason is reducing negative impact. It can be explained that adults can misunderstand the value of violent scenes expressed by their favorite performers and they are left a negative influence on their psyche. Actor Adam Chaplin is a noticeable example when he acted violently, especially in the last bloody battle. Consequently, this can lead to antisocial behaviors which can put a serious threat to our society. However, I would be inclined to argue against this as I believe that the government should not forbid violent films. The primary reason is that this can limit creativity in the art of film editing. Under certain assumptions, this can be construed as regulations on violent actions on films may restrict director’s creativity and portray realistic scenarios. To illustrate movies relating to war or social issues, fighting scenes are indispensable. As a result, such films can lack their appeal and meaning expressed by filmmakers. Another significant reason is inconsistency in enforcement. This means that enforcement of regulations may vary across different regions or countries, leading to inconsistencies in what is considered acceptable contents. One example they often reference is that European movies are well-known for blockbuster films which can bring a huge profit for its film industry while Asian movies may tend to be gentle and emotional. It is rather clear to some extent, this may result in creating confusion and hinder international distribution of violent films. In conclusion, while some individuals think that violent scenes should be limited by the government, I strongly hold the view that it should not be banned due to limiting filmmakers’ creativity and inconsistency in enforcement. The bar graph compares the percentage of authority expenditure on road and transportation in four different countries from 1990 to 2005. Overall, while the percentage of government spending witnessed a downward trend in Italia, Portugal and the UK, the opposite was true for the USA figure. In addition, the Portugal government allocated the most on road and transport throughout the period. In 1990, Italia government spent more than 20% of their budget on road and transport, around doubled compared to that of the UK. There was a slight fall by mostly 2% in both two figures, before recording a growth of 4% in 2000. By 2005, Italia and the UK allocated 19% and 8% of their expenditure, respectively. Throughout the 15-year-period, the percentage of Portugal spending decreased significantly from more than 25% to exactly 20% in 2005. Meanwhile, in 1990, the expenditure of the USA on transportation and road accounted for around 10%, followed by a slight fall of 1% before noticeably rising to 15% by the end of the period. In this day and age, the education for teenagers plays a crucial role in a lot of several different nations. Nevertheless, there are some ideas that governments should invest in re-educating adults who are illiterate.From my perspective, I partly agree with this statement, and this essay will explore some benefits and the importance of education for these individuals’ lives on the grounds that literacy is a foundational skill that has a significant impact on each individuals’ lives. On the one hand, the prioritization of young people’s education in a lot of countries is needed. When iInvesting in the education of the young can help them learn valuable knowledge and become socially responsible citizenry, which is significant for the growth and stability of each nation. Moreover, with a wide range of necessary skills and knowledge can help them have more opportunities to become productive members of society. Besides, it also lays the foundation for informed and engaged citizenship, creating chances for personal fulfilment . Therefore, by providing quality educational opportunities to young people, countries can cultivate a more prosperous , equitable and vibrant society. On the other hand, government funding for adults who lack basic literacy skills is also significant. By investing in those adults' available educational programs, the government can help them acquire the necessary skills to enhance the standard of life and make them more confident, active. Furthermore, with an emphasis on addressing adult illiteracy, the government can reduce the rates of unemployment, poverty and maintain social order. Moreover, adults who can not read and write can improve their literacy skills and can serve as positive role models for their generations on the grounds that this is a valuable lesson for younger generations of society. In conclusion, both educating the young and addressing adult literacy is crucial. However, in my viewpoint, I think that allocating more funding to adult illiteracy should be a priority for the government- funded because this can contribute to positive social and strengthen communities.
