Overall, European countries allocated considerably more financial resources to the development of roads and transport infrastructure in comparison to the UK and the USA. Additionally, it is noteworthy that the UK consistently allocated the least amount of financial resources to this sector during the entire period under consideration.

In 1990, Portugal emerged as the highest spender on road and transport infrastructure, devoting roughly 27% of its government expenditure to this sector. Italy followed closely behind, dedicating approximately 22% of its budget. In contrast, the USA and the UK allocated only around 10% of their respective government budgets to this category. However, by 1995, all four countries witnessed a reduction in their allocations, with the decrease ranging from 1% to 3%.

By the year 2000, Portugal continued its decline in road and transport funding, reaching about 22%, whereas Italy increased its commitment to approximately 23%, surpassing Portugal to become the leading spender in transport infrastructure. Both the UK and the USA augmented their investments in this area by around 3%. In the final year of observation, 2005, all countries except the USA continued to decrease their allocations.
